			<content:encoded><![CDATA[<p>I worked with a journalist named Bart Spellers from Holland who was writing an article about Coke issue in India. He wanted to visit all the disputed Coke sites in India including Mehdiganj, Varanasi and I worked with him Varanasi as his local assistant and translator. I also look for an opportunity of visiting Mehdiganj and talking with people about their problems created by Coke so I was happy to get this job. I took Bart to Mehdiganj, arranged interviews with Nandlal Master, few employees union leader at Coke plant, few women and a few farmers. Bart did not want so many interviews but he wanted to talk with right kind of people because he did not have much time for Benares.</p>
<p>I was kind of surprised to hear that he did not have much time for his work. He was writing the article on a very controversial subject and I think he should have spent more time in Benares in order to come closer to the fact. Anyways, I think they did good job because they talked with few but right kind of people. I had an idea but was surprised to talk with the people in Mehndiganj. I was very well aware of the situation but thought it might get better this year but after talking with the people I realized that the situation is still the same as it was four years ago when I went there first time to work.</p>
<p>All of the people were still angry on Coke and government. They all said that Coke is responsible for lack of water in Mehdiganj and government is doing nothing against Coke. They said that situation has been getting worse and worse year by year which did not surprise me at all. We had less than average rain last year and I heard that Coke&#8217;s market increased within past one year in India which would of course cause more ground water shortage. Nandlal Master said that the committee constituted by Prime Minister of India to study the issue has submitted its report to the PMO but has not public it yet which sound strange to me.</p>
<p>Why not public the report is the study has been completed? Nandlal said that he has used <a href="http://rti.gov.in/">RTI</a> to ask when the report will be given to him and the concerned department replied him that they have asked the district magistrate to get him the report. It is okay if they are going to provide the report but I still do not understand why they tried to hide it? Why it was not given to the media? After all it is a big issue . So many questions again government and Coke both seem suspicious to me. Hopefully someday something will happen, but not sure when.</p>

Now Ministry of Tourism office in Delhi asked me to bring a police verification certificate from my local police station. Police verification certificate certifies that there are no legal cases against me. Actually they had provided a proforma also and I was supposed to just go to the local police station and get it stamped. I went to my local police station with that proforma but the police officer did not want to stamp that document. He asked me to go to the DIG office and apply for a character certificate there.</p>
<p>By mistake I went to the some other police office instead of DIG office. I went there and told a police officer about the certificate I wanted and then he asked me why I wanted this certificate and explained him the reason that I had completed tour guide training and now I need a police verification certificate in order to get my license. After hearing that I was a tour guide, this policeman told me- Oh, so your profession is to make tourists fool and fuck them. I was really angry to hear this, I said my profession is a tour guide and then he said that its similar.</p>
<p>After asking a few other questions he gave me right address of the DIG office. I went to the DIG office and I was really surprised to see the condition of the office. The office was so dusty andÂ  dark. I met the officer who issues police verification certificate and he gave me a form and asked me a fill it and submit it along with other documents. I was told by my local police station to take care of this officer means to give him some money so I gave him Rs. 100. After taking this bribe he told me to contact my local police station after two days.</p>
<p>He said that he will send my application to my local police station and they will verify my residence and other documents and then they will send their report back to the DIG office. I contacted my local police station and my application had arrived at the local police station. The officer at local police station asked me to bring all of my documents. After seeing all of my documents, he said that it was not enough. He needed a domicile certificate issued by the court which I did not have and I knew that it would have taken me over 15 days just to get this certificate.</p>
<p>I had given him xerox of my passport also which was enough but he said that domicile was necessary. Fortunately there was an advocate sitting in the office who favored me and said to the police officer that passport is also equivalent to domicile certificate.Â  Finally this police officer agreed to accept my documents after advocate&#8217;s interference. He asked me to wait for a few minutes. After that advocate was gone he again started looking at my documents and after reviewing them for a few minutes he told me that they would send someone at my place within next one week or so and after verifying my residence they will send their report to the DIG office.</p>
<p>I knew why he needed one week of time. I asked him if I was supposed to give him something and then he said that such works are not done without paying. I was told by few of my friends that I should give Rs. 500 to the local police station so I gave him Rs. 500 but this police officer started saying that Rs.500 was not enough as there were 5-6 people to take a share in that money. Finally we agreed on Rs. 700. After taking this money something happened that I had never ever hoped for. This police officer taught me the right way to bribe.</p>
<p>He taught me that I should always take care of who is sitting in the office and try to bribe when there are not many people around and never ever tell this to any other officer working in the same office, very valuable information. Actually I had told him about that officer in DIG office who took Rs. 100 from me and this local police station officer said that I should not tell to any other officer about whom I have already bribed.Â  Anyways, after taking bribe of Rs. 700 he said that my documents will be forwarded to the DIG office by the same evening.</p>
<p>I went to the DIG office and then DIG office said that they would send my documents to the LIU (Local Intelligence Unit) now. My documents arrived at LIU office after a few days and when I went there, same thing happened what had happened with me at local police station. First of all they said that they would send someone at my home to verify my residence but when I asked them how much I was supposed to give, the officer asked for Rs. 500 and said that nobody would come to my place anymore and my documents will be forwarded to DIG office by the same evening.</p>
<p>But something really funny happened while I was sitting in the LIU office. Actually I got a call on my mobile at my guest house inquiry and this officer heard me talking. After the phone call he asked me if I run a guest house also and I told him about my guest house and he asked me I had a restaurant in my guest house or not and I said no. And he asked me where do my guests eat and I told him that usually they go out and after hearing it, he seemed kind of sad and told me he would have loved coming to my place for a meal if I had a restaurant.</p>
<p>I told him that I lived with my family and we cook our own food and he was also invited if he wanted to have dinner with us and he said no, he was looking for some restaurant cooked hot chicken with whiskey.Â  I obviously said &#8216;No&#8217; to him but I was really surprised how someone could be that stupid? Anyways, after bribing him, I left the office and came back home. LIU office had told me that they would forward my documents to the CO office. CO office is kind of regional police office. I think there are 5 or 6 CO offices in whole Benares district.</p>
<p>I contacted CO office after two days and this office was also nothing better than other offices I had been to. I met an officer at CO office and he told why I had applied for my character certificate. I explained him my purpose and then he said that they had already checked my day time character but they did not know anything about my night time character. He said that- Now we know about your day time character but we do not know about how many woman and prostitutes do you sleep with in the night or how many bars do you visit every night.</p>
<p>He said the same thing to other officers also sitting in the office that they had checked my day time character but did not know anything about my night time character and after hearing it, all of them were laughing. One of them said they should check my time character also. I was seriously shocked and did not know what to tell him. I could not believe that a police officer could talk in such manner. Anyways, I asked him check my night time character also and then he asked me to contact them after a week or so. I again knew why he needed to check my night time character and why he was asking for one more week.</p>
<p>I immediately asked him about the bribe and he also the said same thing what officer at the local police station had told me that such works are not done without money. Anyways, I asked him how much and he said just give anything. I gave him Rs. 200 and asked when they would check my night time character and they said that there was no need to check the night time character and my documents would be forwarded to SP ( Superintendent of Police) office by the same evening. I contacted SP office next day and the officers said that they will present me before SP tomorrow.</p>
<p>I went to the SP office next day and I waited for SP for an hour and finally I was presented before him. He just looked at my face and asked me why I needed a character certificate and that&#8217;s all.Â  I hardly got to talk with him a few seconds but just for this I had to wait for a hour at his office. I requested him to forward my documents as soon as possible and he was very nice with it. He immediately asked his PA to bring my documents, signed and stamped it and said that my work was done. After meeting him I contacted his PA and asked if I needed give something to him also and he asked me to come next day and see if my work was done.</p>
<p>He did not want to take the bribe until my documents were forwarded to the next office. I went to the office again next day he said that he could not do it. I again contacted him after two days and this time my documents were already forwarded back to DIG office. Now I was sure that I was going to get my character certificate because all the formalities were done and I had bribed all the offices. When I went to the DIG office, the officer there said that they could not issue my character certificate until some other big police office stamped my documents. He also asked me to contact him after a week.</p>
<p>I again knew why he needed one more week. I gave him Rs. 300 and requested him to do my work faster and then he gave me the address of that other police officer whose office was also in the same building premises. He asked me to go this office and wait until the officer come and inform him as this officer arrived. I went to this office, waited for hours in the terrible heat and finally this officer showed up after three hours. I informed about it to the officer at DIG office and then this officer brought my documents to the this big police officer, got it signed and stamped and then gave my character certificate.</p>
<p>This character certificate was nothing special but a really small piece of paper saying that there was no legal case against me. It seemed like they had not printed new character certificate for the year 2010 but the year mentioned on the paper was 2009 and the officer had to correct by pen. I still think about all the craziness and corruption I had face,Â  the way they misbehaved me saying that my profession is to make tourists fool and fuck them, one officer said they did not know about how many woman and prostitutes I sleep with&#8230;</p>
<p>I had to spend Rs. 1700 just to get this character certificate which should be given for free of cost. I had to wait for almost a month and go to all those crazy police offices several times. Just to get this small piece of paper I had to go to DIG office&gt;local police station&gt;DIG office&gt;LIU&gt;CO office&gt;SP office&gt;DIG office&gt;that big police officer&#8217;s office&gt;DIG office. I got my character certificate and later I presented it to the Ministry of Tourism office in Delhi and got my license but when I think all the corruption and those people working at police offices and those officers who approved my documents and my character certificate, it makes me feel like my character certificate was issued my the most characterless people on the planet.</p>

			<content:encoded><![CDATA[<p>It is one of my relatives wedding in the last week of May. The bride is a graduate student and the groom works for a CA (charted accountant) in Lucknow. The bride&#8217;s father has a small <a href="http://en.wikipedia.org/wiki/Sari">saree</a> business so not much money. The marriage was arranged by some relative of the bride. This marriage is very traditional and everything is being done according to Hindu religion. The groom and his family seemed so nice to me when I met them first because when the bride&#8217;s father asked about dowry, the groom&#8217;s father said that it was not an issue for them.</p>
<p>I really liked that decision. But right before a few days of tilak (the day when bride&#8217;s family goes to the groom&#8217;s family and some rituals are done), the bride&#8217;s family started asking for dowry. They wanted Rs. 51,000 cash, a motorbike, jeweleries, clothes, refrigerator, TV, bed and a lot of other things. I knew that the bride&#8217;s parents did not have enough money to give that much dowry but did not say that they could not afford it. They promised to give this much of dowry but I know that it would be hard for the bride&#8217;s family to arrange it.</p>
<p>I was talking with the bride and she told me that she talked about it with the groom and groom said that he did not want anything at all, no demand. All these demands were made by his father and he could not do anything to reduce this dowry. The bride seemed so sad when talking about dowry and I also did not like this at all. IÂ  see bride&#8217;s father somehow trying to arrange everything but I know that it would be very hard for him to arrange everything.</p>
<p>After a few days of the tilak, groom&#8217;s father called the bride&#8217;s father and said that the groom had already bought a motorbike so there was no need to give a motorbike but they wanted cash instead of the motorbike. The bride&#8217;s father said that if the groom already had a motorbike then why they were asking for cash but the groom&#8217;s father said that they wanted either a motorbike or cash instead of it. After paying all of this dowry, the bride&#8217;s family have to arrange party which will cost at least Rs. 1,50,000. So the total costing of this wedding will be close to Rs. 3,00,000 which is kind of impossible for the bride&#8217;s family.</p>
<p>There are so many cases where bride&#8217;s were burnt alive right after a few months of the marriage only because their parents could not give enough dowry what was asked by the groom&#8217;s family. I have heard of many cases where the groom&#8217;s family tortured the bride even their demand was fulfilled and finally the bride was burnt alive or killed in some way. Many times the bride&#8217;s themselves commit suicide because of the torture. Many times even after facing all the tortures, some brides do not inform about it to other people or do not go to the police because they think that if they go to police and if police takes any legal action against the groom&#8217;s family, it would look very bad for them in society.</p>
<p>I never understand if such marriages are marriages or they just like a business settlement where one party always looses everything. It would make sense to me if the dowry was given by groom&#8217;s family but bride&#8217;s family, why? They give their daughter who will take care of groom&#8217;s family for her whole life, is it not enough? Is it cheaper than a motorbike or Rs. 51,000 cash? So many questions and it is painful to see how this system is getting stronger and stronger. Now people want more and more dowry. I know many people do not want to have a daughter because they are afraid of dowry. I don&#8217;t know when such things will change or if they will ever change or not, but it must change if we want to see real happy and developed world.</p>

			<content:encoded><![CDATA[<p>I worked with a photographer named Jane Becker from Canada. She wanted to photograph widows and hospices in Varanasi. Since I had already worked with a researcher from University of Venice who did research about widows in Varanasi, I already knew where to take them. About two years ago I worked with a research from University of Berlin who was interested in people who come Benares to die, I had some idea about this subject also. We decided to start working with hospices and ashrams first. I took her to an ashram near Assi ghat and we interviewed a few people and she did some photography also.</p>
<p>Next day I took her to another ashrams where more than 2,000 people stay to live their last part of the life. This ashram has a section for <a href="http://en.wikipedia.org/wiki/Sannyasa">Sanyasis</a> and a separate section for family people. The ashram was huge with so many people in there and there was a school also for<a href="http://en.wikipedia.org/wiki/Sanskrit"> Sanskrit</a> studies. We visited this ashram but did not photograph. The next day we went to a place called Kashi Mukti Bhawan which really different than other places in Benares. Benares has so many places and ashrams where people stay to die but this place was entirely different.</p>
<p>Kashi Mukti Bhawan is owned by <a href="http://en.wikipedia.org/wiki/Ramkrishna_Dalmia">Dalmia family</a>. The idea behind foundation of this hospice is that once Mr. Dalmia was visiting Varanasi and he visited so many ashrams where people stay to die. His grandmother also wanted to live her last part of the life in Varanasi so he decided to built a free temporary stay for the people who want to die in Varanasi. Kashi Mukti Bhawan has a rule which could sound strange but they offer only 14 days of stay. So most of the people come to stay at Kashi Mukti Bhawan are the people who are just going to die at any moment.</p>
<p>They do not allow anyone who is below 60 years old or looks like not dying. The building has ten rooms and when I went there was only room with people, rest of the rooms were vacant. They have a temple also inside the building where they have <a href="http://en.wikipedia.org/wiki/Puja_%28Hinduism%29">puja</a> going on most of the time. The manager said that until four years ago they did puja 24 hours a day but they decreased few hours because not many people come anymore. In the past all the rooms used to be full all the time but now sometimes they have only one visitor, sometimes two or three and sometimes just no one.</p>
<p>And if there is a person dying there, then the priest of the temple goes to the this person and reads <a href="http://en.wikipedia.org/wiki/Ramacharitamanas">Ram Charit Manas</a> for him at least for five minutes at four different times in a day. The idea behind it is that if a dying person hears the chantings of Ram Charit Manas, then he gets salvation. We interviewed a woman staying at Kashi Mukti Bhawan who had brought her father all the way from <a href="http://en.wikipedia.org/wiki/Sasaram">Sasaram, Bihar </a>to Kashi Mukti Bhawan so that her father could die in Varanasi and get salvation. We asked her why she chose only Kashi Mukti Bhawan in Varanasi, why not some other ashram and she said that all of her family members come to Kashi Mukti Bhawan to die, very interesting.</p>
<p>She also talked about importance of dying in Varanasi but at the same time she gave some importance to Kash Mukti Bhawan also. She said that Kashi Mukti Bhawan has ideal atmosphere for dying. She said that Kashi Mukti Bhawan has chanting all day long and the priests read Ram Charit Manas for dying person which makes it a special place for dying. We asked the manager about why they allow only 14 days of stay and he said that 14 days are enough to die. In case if the person is still sick and feel like going to die even after 14 days, they allow them to stay for a week or two more but usually people die within a week.</p>
<p>The manager said that in some cases people came and returned back home by recovering from their sickness. So they came to Kashi Mukti Bhawan with serious sickness and felt like dying but they recovered and did not die. Well, in any case Kashi Mukti Bhawan seemed different than most of the other ashrams in Varanasi and I would like to learn more about it.</p>

<p>Holika is a festival which is celebrated on the Holi eve. It was on the  28th of Feb. this year but I could not attend it. This festival has a very interesting story behind it. It is said that there were two brothers named <a href="http://en.wikipedia.org/wiki/Hiranyakashipu">Hiranyakashyapu </a>and <a href="http://en.wikipedia.org/wiki/Hiranyaksha">Hirnakchya</a>. Both of them were evil souls and were always just fighting and were killing religious people. Finally <a href="http://en.wikipedia.org/wiki/Vishnu">Lord Vishnu</a> killed Hirnakchya and since then he became the biggest enemy of Hiranyakashyaup. After sometimes Hiranyakashup did meditation and made Lord Vishnu happy. Lord Vishnu appeared in front of Hirnyakashyapu and asked him to make a wish.</p>

<p>Hirnyakashyapu asked for immortality but Lord Vishnu said that whoever has born, has to die for sure and then Lord Vishnu asked to make some other wish and and then Hirnyakashyapu did something really smart. He asked for a condition where neither a human or an animal could kill him, neither in the day nor in the night, neither on the earth nor in the sky&#8230; and finally he was granted this boon by Lord Vishnu. After being granted this boon, he started taking advantage of it. He started harassing innocent people, prohibited religious practices, declared himself as a God&#8230;</p>

<p>Hirnyakashyapu had a son named Prahalad who was a very religious kid. But his father was always against him. He asked Prahalad several times to not pray to Lord Vishnu but Prahalad continued his devotion to Lord Vishnu. Hirnyakashyapu tried everything he could to stop Prahalad from practicing religion but Prahalad never stopped. Finally Hirnyakashyapu decided to kill his son Prahalad. He through Prahad in the ocean but Prahalad survived and returned back to home, then Hirnyakashyapu left him in the jungle but again Prahalad survived and returned home.</p>
<p>Prahlad&#8217;s aunt whose name was Holika had a boon that she would never be affected by fire so she offered her brother, Hirnyakashyapu, to help him killing Pralahad. Hirnyakashyapu agreed for it and they setup a wood pyre to burn Prahlad alive. Holika sat on the wood pyre with Prahlad hoping that Prahlad would die and she would not be affected by fire at all but some miracle happened Holika burnt alive and died and nothing happened to Prahlad. Now people celebrate this festival on the Holi eve. People setup wood pyre and put a statue of Holika and Prahalad and burn it.</p>
<p>On the festival day, people make mustard paste and rub it over their body. After rubbing the mustard paste whatever the waste comes, is put into the wood pyre. The idea behind it is that people get rid of their sin and get a fresh body and soul. But this festival has become an environmental issue now because people cut green trees and burn it. It was the first time this year when I saw a group of student educating people about not cutting green trees for the festival. I also believe that this should not happen but I am sure it is not going to stop soon.</p>
<p>Benares is already in lack of greenery and not only Benares but the whole world is talking about this issue. I have heard that Chinese cut over 25 million trees every year just to make chopsticks. India has also cut over 75% of its jungles. I do not understand what will happen in future if such practices continue. I hope someday people will understand the issue and change such practices. I know that education and awareness about the issue is the only key to stop such practices but don&#8217;t know who will bring this change. I know that we can not stop this festival but we can replace green trees by other wastes so please stop cutting trees and plant new ones.</p>

<p>It was Shivratri on the 12th and I was super excited for it. Shivratri is the biggest festival of Benares. Actually it is celebrated because it is wedding anniversary of Lord Shiva. There are more than six thousand temples in Varanasi but 11 out of them organize a wedding parade of Lord Shiva. The parade starts from different temples and end near Vishwanath temple (golden temple). The most popular and biggest parade starts with Mahamrityunjay temple and is the last parade of the day. I also went to see the parade with my friends and it was just awesome.</p>

<p>Since <a href="http://en.wikipedia.org/wiki/Bhang">Bhang</a> is associated with Lord Shiva and is part of Benares culture, most of the people of Benares consume a little bit of Bhang for the festival as blessing of Lord Shiva. They take a bath in the river Ganges, do some rituals at Shiva temples, offer bhang and later consume it as blessing of the temple. The whole city is decorated with lights, free bhang drinks are served everywhere, people come out&#8230;its so fun. I love this festival. It is said that all kinds of characters had participated in Lord Shiva&#8217;s wedding like Gods, Goddesses, ghosts, demons, devils, headless, crazy, lepers, one legged, one eyed, animals&#8230; so the wedding parade also had all kinds of characters.</p>

<p>There were people wearing masks of ghosts, someone was dressed as a God, someone was a Goddess, there were snake charmers, hijras, cows, bulls, goats, dogs, horses, elephants, people were smoking ganja&#8230;it was crazy. There was one guy dressed as Lord Shiva and was leading the parade. He was too high in bhang, actually he was almost sleeping while walking. I had seen the same guy at last year wedding parade also and I think they intentionally make him consume a lot of bhang because he was sleeping last year also. He was not able to walk, would get fainted sometimes. He either walking so slowly with his closed eyes, or was dancing or would get fainted. I am sure Lord Shiva did not get fainted when he was going to marry, but Benares makes people fainted by its bhang:)</p>

<p>He was carrying a trident and a <a href="http://en.wikipedia.org/wiki/Damaru">Damru</a> and was wearing a<a href="http://en.wikipedia.org/wiki/Datura"> Dhatura</a> garland. He would do <a href="http://en.wikipedia.org/wiki/Tandav">Tandav</a> dance for like a minute or a few seconds and then get fainted. People would start shouting Har Har Mahadev (chant of Lord Shiva) and Jago Baba (wake up baba, baba is another name of Lord Shiva in Benares) as he would get fainted or would fell asleep and again this guy would wake up and would start dancing. There were thousands of people shouting Har Har Mahadev, it was so loud and I was just loving it. I don&#8217;t really know he can someone be alive after consuming that much of bhang as he had consumed.</p>

<p>There was loud music, people were playing drums but the I loved the Nagada drum most. Nagada is also very Benares intrument and is used for wedding and cremation parade both. We are the champions of Nagada. Josh wanted to consume bhang and he did not ask me before buying it. He just went to a shop and bought a glass of bhang lassi and drank it. He thought that it would make him high immediately as alcohol does but in fact bhang takes sometime to react. After a while he asked me again to drink more bhang lassi and I took him to a good shop but I did not know that he already had consumed bhang before.</p>

<p>After finishing more than half glass of bhang lassi he said that bhang doesn&#8217;t make him high and I said that it would take some time. He asked me how much time and I said that at least 2 hours and then he told me that he had already drank a glass of bhang lassi about an hour ago. I told him not to drink his second glass but he said he could deal with it. I knew that two glasses of bhag was too much but he thought it would be okay for him. It has been more than 48 hours since he drank his second glass and he is still in his room sleeping. I asked him if he would like to drink another glass of bhang and he said never in his life again.</p>

<p>Many people have made several documentaries about Benares and its festivals but nobody has ever made any documentary about this festival. I was planning to film the festival but could not because I was busy with Josh&#8217;s project and I could not collect enough resources but now Josh wants to help me in making a documentary about this festival and I am really looking forward to it. I will try my best to make a movie about this festival and I know it will be super fun. The festival is over now and now I am excited for next year one. Har Har Mahadev.</p>

			<content:encoded><![CDATA[<p>I hosted a couple from San Fransisco for three weeks at my guest house. They arrived in Varanasi five weeks ago and stayed at a guest house near Assi ghat for two weeks but were not happy there as the bed in their room did not seem comfortable to them. They came to know about my guest house through Megan, my guest, whom they met in a cafeteria. Megan brought them at my place and they liked it and decided to stay here rest of their time in Varanasi. Both of them were physiologists from in San Fransisco.</p>
<p>They wanted to learn<a href="http://en.wikipedia.org/wiki/Hindi"> Hindi</a> and <a href="http://en.wikipedia.org/wiki/Tabla">Tabla</a> in Varanasi. I introduced them to <a href="http://www.academy.music-of-benares.com/">Indian classical music school</a> next door and Uncle Sam liked them and decided to learn Tabla there. Binit, the Hindi teacher, taught them Hindi. They seemed so interested in social work. Actually they were already working with Bal Ashram before coming to my place. Once I took them to Lok Samiti and showed them the work Lok Samiti is doing. I think they were so impressed by Lok Samiti&#8217;s work and asked Nandlal Master, president of Lok Samiti, to help him in his work.</p>
<p>Uncle Sam and Mar auntie were really a nice guest. They stayed only for three weeks at my place but we built such a strong relationship between us and I kind of miss them now. Uncle Sam gave me a net book which would be a great help to me as I can use it during power cuts and can carry it with me when I am travel.</p>

			<content:encoded><![CDATA[<p>I have joined Italian language course. I have always wanted to learn any foreign language but there was not much opportunity for me in Varanasi as <a href="www.bhu.ac.in">BHU</a> and <a href="http://ssvv.up.nic.in/">Sampoornanand Sanskrit Universitiy</a> were the only two places in Varanasi teaching foreign languages and BHU did not allow outers and going to Sampooranand was just like waste of time. I was not so interested in Italian but I enrolled for the classes thinking that if I would wait for BHU or any other place then I would not be able to learn anything for years.</p>
<p>I wanted to learn German and Sampoornanand University offers 6 months diploma courses in six or seven foreign languages and German is also one of them. I had enrolled for German classes about four years ago but did not go there because they were just not running the classes properly and I was so worried about it. The other students at the university told me to not worry about it because they give certificate to each and every student whoever enrolls for the program, even if they do not pass the final exam. So finally I decided to stop going there.</p>
<p>This Italian language course is run by an Italian institution called Centro Risorse India. Centro Risorse India doesn&#8217;t only teach Italian to Indians but they also help Italian students in India and I work as translator at Centro Risorse India Varanasi branch. The whole course is of 50 hours, 3 hours on every weekends. The classes take place at a school near Godoulia. They have two teachers. One of them is an Indian girl from Delhi who also works for Centro Resource India, <a href="http://en.wikipedia.org/wiki/Pune">Pune</a> center and other girl is an Italian scholar who speaks good Hindi.</p>
<p>There are 6 students including me. One of them is also a tour guide and works with Japanese tourists. Other one is a Hindi teacher. Our teachers are very good. They are not using that traditional method of teaching where they use only books to teach. They put us in different kinds of games, role plays and make us talk often. I don&#8217;t really know how long would it take me to start speaking or writing in Italian but it seems so hard and confusing. The pronunciation and grammar is something completely new to me. I will try my best but lets see how long does it take.</p>

			<content:encoded><![CDATA[<p>I have gotten my driving license about 8 years ago but I thought to write my experience at the <a href="http://www.uptransport.org/">RTO</a> (Road Transport Office) office today. Actually my friend was talking about applying for a driving license today and it made me remember my experience and I decided to write about it. I was 20 years old when I applied for my driving license so about seven years ago. The RTO office was about 25 KMs from the city area and the city transport system crazy as it is now so I asked my friend to take his motorbike to go there. We reached at the RTO office and this office also looked as crazy as other Indian government offices.</p>
<p>The office was so crowded, full with people and animals, believe me there were dogs and cows sitting inside the office premises. People were chewing <a href="http://en.wikipedia.org/wiki/Paan">paan</a> and spitting all over the office, the whole floor was red because of spit of the paan. There were touts (commission men) wandering here and there, looking for new confused face like I had. One of them came to me and asked if I needed a driving license and of course I wanted one so I told him yes. And then he said that he would help me getting the license but he wanted some money for it.</p>
<p>My other friends had suggested me to not go to RTO office to get license as fake licenses were easily sold in the market but I did not want to do any illegal work. I had met an advocate asking about the procedure of getting a license and he told me that I could get it even without going to the RTO office only by giving some extra money. My advocate said that money is everything at RTO office, if you spend money, you get whatever you want, otherwise nothing. But I had thought to go to the RTO office and let things go on in front of me.</p>
<p>So I told that commission man that I did not want his help but he kept coming to me asking if I needed his help and I told him again and again that I did not want any help. We were looking for any information center but actually there was no such place where people could get any information. We asked someone among the general public about the procedure and they told me to get a form first.  We went to the form counter and there was a long queue. I was in the queue for a while and when my turn came, I saw a blind person giving the forms.</p>
<p>I was surprised to see a blind person working with such an important work of giving right forms and dealing with money. Actually government has a scheme of providing jobs to handicapped people which sounds fine but giving forms and dealing with money job to a blind person? Well, he was doing fine. He had different kind of forms for different kind of licenses and other works and he had organized the forms in such a beautiful manner that he knew where what kind of forms were kept. I asked him to give a form for a learning license, they issue learning license first and after one month permanent license is issued, and asked him the price for it. He said Rs. 10 and I gave it to him and came out of the queue.</p>
<p>I was looking at the form and I noticed that print rate of the form was only Rs. 2. I went back to him asking why he charged me Rs. 10 instead of Rs.2 and he said that he gave me a wrong form by mistake. He asked my form back and as I returned him the form, he returned my money saying that form for driving license was already sold out and he did not have it any more. The commission guy I had met earlier showed up again saying that it is true that the print rate is only Rs. 2 but it is sold for Rs. 10. I did not have any other option than paying him Rs. 10.</p>
<p>So I offered him Rs. 10 and he just did not want to sell the form to me. Finally I asked my friend to go in the queue and get the form and this is how I got the form. We filled up the form and went back to another counter to deposit the fee. The counter was supposed to get closed at 2 PM and it was only 1.15 or something and the counter was already closed. I saw a fat lady sitting behind the counter glass and eating something. I asked her why the counter was closed only at 1.15 and she said that it was not 1.15 but it was 2.15. I told her that it was only 1.15 but she said yes, 1.15 but in my clock, it was 2.15 in her clock.</p>
<p>The guy standing behind me asked me to show her some money so I showed her a bill of Rs. 20 and she opened the counter and this is how I was able to deposit the fee. Now it was turn of a written exam but I was a little bit concerned about it because there is not traffic rule in practice in Varanasi and I was not very well aware of them. I saw other guys offering some money to the examiner and we decided to go for the exam first and then give money according to how exam would go.</p>
<p>Exam was not tough and I was confident that I would pass it. After the exam, I went to examiner and asked him to see I was pass or not and he asked me to come later. But then I said that I had not given any money to him and I wanted to make sure that I was pass otherwise I would give some money to him. He looked at my paper and said that I was pass. I think he was the only honest person I met at the RTO, honest in the sense that at least he told me the reality that I was pass rather than asking for a bribe by saying that I was fail. He asked me to come after three days to see the result.</p>
<p>I again went to the RTO after three days and saw the result and I had passed the exam. Now I was supposed to get my learning license. The person giving the license wanted Rs. 100 but I bargained and finally I ended up giving Rs. 50 and got my learning license. After two or three months, I went to the RTO again to get my permanent license. They put me in an interview. The interview was not tough at all. They just asked me my vehicle registration number and a few other basic questions. Actually they are supposed to put all the applicants in a practical driving test but they just don&#8217;t do it.</p>
<p>After the interview, they asked me to come after a week to collect my license. I went to the office again after a week and had to bribe an officer again. The officer giving the license looked at my name and asked if I was a <a href="http://en.wikipedia.org/wiki/Brahmin">Bramhin</a> and I said yes and then he said that he was also a Bramhin and in fact he lived closed to my home but we did not know each other. He asked for a bribe of Rs. 150 but I did not want to give this much. I started bargaining by saying that I was a student but he did not want to hear anything.</p>
<p>He said something really interesting that he charges Rs. 200 to other people but since I was a Bramhin, same caste as him, he was charging only Rs. 150 to me but I had also decided that I would not him Rs. 150 for sure. We talked for a while and I finally I gave him Rs. 75 and said that this is all I had. He took this money and gave my license but asked me to not tell anyone that I had given only Rs. 75 as rate for others is different.  I am happy that I have a license but I still think about that blind man, that fat lady and that crazy Bramhin guy who gave me discount only because I was also a Bramhin.</p>
<p>Sometimes I think that I should have given some money to my advocate and get my license at home but then I think that if I have to live in India then I must need to learn to bribe and that experience at RTO at least taught me how to buy a government officer in India. I always think that I will not bribe any government officer but when it comes to getting some work done, there is no hope at all and I bribe again and again. But I hope that technology will change something, maybe not in my life time but someday for sure.</p>

<p>I finally got my tour guide license on the 30th after three years of wait because I had applied for it in the year 2006. I started preparing for the entrance exam after applying for the license in 2006 and continued it for a few months but finally I stopped because the tour guide association of India sued the Indian government for issuing the license. They never want new people to come in the industry as they are afraid of loosing their bread and butter because most the old guides are not good. They got their license when it was so easy to get it. Now the process is tough but it will definitely produce better tour guides who are at least trained to not chew betel while talking with their clients:)</p>

<p>My brother Chandan, who is an escort, told me something really funny. He said that when he was in Benares last time with his group, he had hired a government approved tour guide who went with them for morning time boat ride. This tour guide started talking about Benares, Hindu religion, Benares culture and Ganga. He said several times that Ganga is not only a river for Hindus, she is considered as mother. After a few minutes when his speech ended, he started chewing betel and later spited it out in the river Ganga in front of his clients. The clients got really upset and they asked him if Hindus spit on their mother and he just did not have any answer. I hope the people who have attended this training program will not do such thing.</p>

<p>The tour guide training program was stopped several times because the tour guide association of India was always suing the government. They sued the government first time right after the application forms were open and then it took few months to settle things, and then government organized entrance exam and then again tour guide association sued the government and the program was stopped again for a few months as the case was going on in Delhi High Court. Finally the government won the case and High Court of Delhi ordered the government to start the training as soon as possible so finally training was started after 3 years in August 2009.</p>

<p>The training was held at <a href="http://www.iittm.org/default1.asp">IITTM </a>in Gwalior where I got to learn a lot. The total duration of training was 16 weeks- 6 weeks of classroom teaching and 10 weeks for field work. There were over 75 lectures in 6 weeks and I did wrote my research paper on Benares. I focused on cultural diversity of Benares. There was a written exam and an interview at the end of the program and I passed both and finally got the certificate. Now I have to go to Delhi to India tourism office with a police verification certificate and then they will issue me a provisional license which will be valid only for two months. And after two months my red card (the permanent license) will be issued. I hope they will not create any problem in Delhi.</p>
